York Carers Centre hosts a Carers Action Group with guest council speaker Sara Storey

In May, Sara Storey, Corporate Director of Adult Social Care and Integration at City of York Council, joined our Carers Action Group to provide an update on the recent Care Quality Commission (CQC) inspection.

The inspection found that adult social care services in York “require improvement”, with some areas needing immediate attention.

The CQC assessed how York delivers its responsibilities under the Care Act 2014 in June 2025. The report highlighted several strengths, including a dedicated, kind and compassionate workforce, strong leadership, and effective partnership working with health, housing and voluntary sector organisations.

However, the report also identified areas for improvement. These included long waits for assessments, reviews and equipment, as well as weaknesses in co-production, engagement, information sharing, and partnership working around safeguarding and risk management.

In response to the report, the council said:

“We take the findings of this assessment very seriously. People in the City of York deserve timely, high-quality care and support, and we’ve already started making changes to ensure this happens.

“We are taking action to improve access and responsiveness across these areas. For example, we are working to improve systems and processes for safeguarding, residents’ access to information and advice (particularly around direct payments), supported living services, specialist dementia care, mental health support, carers’ breaks, and discharge from mental health hospitals.”

Local carers shared their views on the report and discussed their own experiences of adult social care. Many of their concerns reflected the issues identified by the CQC.

Following the action group meeting, plans were made for City of York Council to engage more closely with York’s carer community to better understand the challenges carers face when navigating the adult social care system. This forms part of the wider programme of work to improve care and support services across the city.

York Carers Centre are also involved in ongoing discussions and providing regular feedback to ensure any changes made reflect the needs of carers.
